I think I know what Mr. Clutterbuck means, and

a little conversation with Captain Newbolt confirms

my impression. Newbolt informed me that in his

of such a Committee would be Mr. H. A. Roberts, who, I

gather, virtually is the Cambridge Appointments Board.

Captain Newbolt gave me to understand that Mr. Roberts

position at Cambridge was quite exceptional, and that

for many years he had been the chief instrument in

placing Cambridge men in business posts in the East;

and of course, the Private Secretary of Appointments

has been working with him for some years.

Captain Newbolt assured me that in his judgment

Mr.Roberts would be fully capable of carrying out the
